Perth & Kinross Council has successfully delivered Scotland’s £150m Cross Tay Link Road, the largest phase of the Perth Transport Futures Project, on time and within budget using an NEC4 Engineering and Construction Contract (ECC) Option C (target contract with activity schedule). The project won the 2025 Martin Barnes Award for Project Excellence & Innovation, with the Council also named runner-up for Client of the Year. Option X22 on early contractor involvement (ECI) was able to be adapted to provide a fixed priced at tender with one-year ECI to ensure legacy requirements and carbon reduction targets were achieved. By adopting “optimal ECI” and embedding net zero goals from the outset, the Council delivered lasting community, environmental and economic benefits, worth an estimated £50 million in social value.
