NEC-procured project doubles the capacity of the existing water treatment works in Hong Kong, using the NEC4 Engineering and Construction Contract (ECC) Option C. Percy Hau, Chief Engineer at the Water Supplies Department (WSD) Consultants Management Division, highlighted the team’s proactive risk management through NEC’s early warning process, enabling early identification and resolution of challenges. One of the challenges was limited working space while keeping the existing plant operational. For example, constructing two new 1.2m diameter water mains near an existing barrack required to temporarily relocate the barrack elsewhere. Through collaboration with the project team and plant operator, this solution was agreed upon, enabling construction activities and plant operations to run in parallel, while the contractor was fairly remunerated for the arrangement through a compensation event.
