The Ministry of Defence used an NEC4-based framework to manage a £1.3 billion, 10-year refit project, known as the Clyde Commercial Framework for its nuclear submarine base on the Clyde estuary in Scotland. The programme includes a series of replacement, refurbishment, and new-build projects at the submarine base. Defence Infrastructure Organisation (DIO) commercial lead Ian Arbuckle said that one of the benefits of the framework was that it provides a mechanism for early contractor involvement, allowing contractors to contribute to the scope, programme, and cost estimates for each package.
